Do you own land that is used as a billboard location? If the answer is yes, then chances are that you have a lease on that location which allows a company, proprietorship, etc, to use that location to advertise their product or service. While billboard leases are considered less risky than, say, a commercial tenant lease, they don't come without their share of inherent hazards. why don't you find out who owns the billboard next to you, and ask them for rules. I believe it has to do with real estate laws. "air rights" ask a real estate expert, i think you'll find the answer there. but that's a good idea!
